基于DEA模型的城市科技活动效率评价

将DEA理论应用于广东21城市科技活动的分析中，建立评价城市科技活动效率的数据包络分析模型，谊模型评价了各城市的总体效率和技术效率的状况，进而对非DEA有效的城市提出达到DEA有效的可行措施，并分析了城市科技活动效率和资源配置之间的关系。     

简政放权、职业选择与人才配置

文章构建的职业选择模型显示,政府简政放权等放松管制的政策在提高体制外职位预期回报的同时,也降低了体制内职位的预期回报,这将促使个体更偏好在体制外部门就业,进而降低体制内部门的就业规模。使用CGSS数据的研究发现,严格的政府管制显著提高了个体进入体制内就业的概率,这在使用不同出生队列样本的回归中均成立,且工具变量方法估计和稳健性检验也得到了与此一致的结论。进一步的研究发现,严格的政府管制显著降低了体制外就业者的收入,只是对体制内就业者收入的影响不显著。以上发现意味着,政府简政放权等放松管制的政策将有助于促进人才在体制内和体制外部门间的优化配置,进而有益于中国经济的技术创新和长期增长。     

Pursuing efficiency: a data envelopment analysis of MFIs in Latin America

This article analyses the overall profitability efficiency (PE) of Microfinance Institutions (MFIs) in Latin America. The PE of each MFI in the study is broken down into two components: pure technical efficiency and scale efficiency. One data envelopment model is used to analyse each component. Each MFI was labelled as either a bank, cooperative and credit union, nonbanking financial institution or non-governmental organization, and then the analysis was performed on each separate group. The results suggest that, on average, banks are the most efficient MFIs; while NGOs are, on average, the least efficient MFIs. On average, all 4 groups are more pure technically efficient than scale efficient. Banks, nongovernmental organizations, nonbanking financial institutions, cooperatives and credit unions all seem to have problems with scale efficiency. Many MFIs seem to be operating on the increasing returns to scale frontier and are in a more favourable position for expansion.

对地勘单位实行财务集中核算的思考

地勘单位资金投向的多元化和多种经营实体的增加 ,造成财务核算的分散化、资金管理失控等诸种问题 ,针对这些问题 ,文章提出要在地勘单位实行财务集中核算 ,即在不影响经营实体正当经营的前提下 ,将财务管理权集中在地勘单位统一行施。本文分别就地勘单位财务集中核算制的内容和作用及其存在的难点问题进行了分析、论述 ,并提出了四点完善财务集中核算制的建议     

Technological change in niches: Auxiliary Power Units and the hydrogen economy

In studies of large scale systems innovations or technological transitions, niches have been given a prominent role as incubators for the seeds of future technological systems. It is often argued that immature technologies rely on niches for their development, before they are able to compete in mainstream markets. This paper combines insights from economic theory and from technology studies to formulate a framework for understanding the dynamics of technological change in niches, and applies this framework to the case of fuel cell Auxiliary Power Units (APUs). We conclude that the choice of technology for APUs will be of critical importance in determining the role this market could have in shaping future developments in hydrogen and fuel cells. However, a number of factors are not strictly dependent on the technology used in fuel cell APUs. These comprise factors influencing external economies of scale, network effects, the behaviour of users and expectations.     

河北循环农业建设的实践与探讨

以河北省循环农业试点项目为例,论述了"四位一体"模式的理论基础和思路,介绍了"四位一体"试点项目的实施机制及其效益情况,提出了大循环由政府推动、小循环由农户实践及"四位一体"模式可作为河北省解决农村经济、资源、社会、环境等问题和新农村建设的一个有效途径,并从沼气利用的社会化、市场化以及沼气利用规模化、沼气发电和能源农业等方面探讨了发展前景。     

Future shock: mega-events in Rio de Janeiro

In preparation for the mega-events of 2014 and 2016, the city of Rio de Janeiro has been going through a permanent shock of agenda, characterised by important urban reengineering projects, population removal and favela (shanty town) pacification. This essay explores the Rio of (sports and other) mega-events and questions the place of the social, in a paradigm marked by futurism and by techno-culture that may be announcing a new political economy: the political economy of mega-events.

基层银行业金融机构银团贷款工作滞后的原因及对策建议

银团贷款业务是商业银行国际化程度的重要标志,也是国际上普遍采用的一种成熟的贷款方式。近几年来,国内经济发达的省份出现了"银团贷款两年增长近三倍,抱团合作赢得稳健经营"的势头。而位于西部边陲的新疆银行业却进展缓慢。本文在调查了解基层银行业的基础上,剖析了银团贷款难以推进的原因,并提出了对策建议。
